The WICCO is an international non-governmental and non-profit organization, with headquarters in  Shenzhen, voluntarily formed by cities and organizations committed to stepping up global innovation cooperation.

The network is created to jointly build an open and innovative global platform, enhance exchange and cooperation in innovation across various domains among cities, empower sustainable urban development with innovation, and lead innovation-driven urban economic development, social progress, and improvement of people's livelihood.

The City of Torino joined it in 2021.
