THE BODIES OF URBAN 2
Urban 2 sees the involvement of a variety of socio-economic partners and institutions present in the territory. The construction of a solid and credible network of partnerships is viewed as an indispensable condition for the success of the program, since it is felt that local stakeholders are able to reflect and bring to bear the actual conditions and needs of the area. The consultation of social and economic forces encompassed the stages of definition, design and implementation of the interventions, with a view to exploiting the wealth of knowledge and enhance the opportunities for development present in the local context. On the basis of the experience acquired in earlier programs of urban regeneration, such as The Gate, a PPU conducted in the area of Porta Palazzo, the PRUs, and the via Arquata district contract, a programme implementation model was produced ensuring the participation and joint responsibility of public and private stakeholders seeking the development of the target area. The City of Turin, in its position as Management Authority, entrusted the concrete implementation of the actions envisaged by the Urban 2 programme approved by the EU to a Steering Committee created ad hoc and called Urban 2 Committee.

   

THE SURVEILLANCE COMMITTEE
The Surveillance Committee is responsible for Programme control. It was officially established on 12 February 2002, as Urban PIC of Turin Surveillance Committee, pursuant to the regulations of the European Commission on structural funds (no. 1260/99), to monitor the activities conducted within the framework of Urban 2. In addition to the City, the European Commission, the Ministry of Infrastructures, other Ministries, the Piedmont Region and the Compagnia di San Paolo, its members include various representatives from the economic and social realities of Turin. As part of its tasks, this Committee approves the Programme Complement and, through an analysis and assessment of information regarding implementation status, it evaluates the need to perform appropriate actions, defined jointly with the City of Turin, i.e. the programme’s Management Authority, in order to ensure a full and effective use of the resources available, also by making changes to plans, as deemed fit case by case.

THE MANAGEMENT AUTHORITY
The Management Authority, required by Regulations 1260/99 of the European Commission on Structural Funds is the body responsible for the implementation of the Programme. For PIC Urban 2, the Management Authority is the City of Turin.

THE URBAN 2 COMMITTEE
The Urban 2 Committee was established by the Commune of Turin, Circoscrizione 2, the Turin International Association, the territorial Housing Agency and the Forum for Local Development. It will remain in office until 31/12/2008. The purpose of the Committee is to contribute to the social-environmental requalification and the socio-economic revitalisation of Mirafiori Nord through the development of an integrated approach and a strategy based on the three Programme axes (physical recovery and environmental sustainability, infrastructures and knowledge for economic growth, social integration and the struggle against discrimination). The Management Authority relies on the Committee to perform all planning & implementation, management and control activities for the broad and complex set of mutually interrelated and coordinated actions making up the program, for the attainment of the established goals. In other words, the Committee is the supplier & organiser of all the technical, administrative, economic and managerial intelligence needed to put the programme into effect. The Committee includes:

MANAGEMENT BOARD
Chaired by the President of Circoscrizione 2, Andrea STARA, staffed by 11 members selected from among the administrators in charge of the relevant city departments, the main promoters of the programme (public, private and non profit organizations), and representatives from all the social and economic groups having a stake in the management of the programme.

DIRECTOR
Appointed by the Chairman of the Committee. The Director implements the decisions of the Management Authority and coordinates overall programme management through the Committee. This task has been assigned to Gianfranco Presutti.

URBAN 2 OFFICE
Staffed by municipal personnel and external collaborators who are responsible for the day-to-day management of the programme. The Committee can also tap specific technical contributions supplied by consultancy firms selected by the Commune through public evidence procedures, or entrust specific tasks to other municipal offices not directly dedicated to Urban II. Project and management coordination technical structures. The coordination of some strategic projects involving the participation of institutional and other stakeholder is achieved thanks to these structures. Their task is to facilitate the management, monitoring and evaluation of the actions carried out pursuant to the programme and to foster the exchange of information.

THE FORUM FOR LOCAL DEVELOPMENT
The Forum is an important venue to agree on, follow and monitor the Programme. Representatives from local associations and businesses are invited to take part in the activities of the Forum. It includes all the social and economic forces that joined the Programme at the preparatory stage and it is open to all those people and entities, whether public undertakings, private companies, non profit organisations, district committees, or spontaneous groups, that are interested in following its evolution. It is the Programme’s representative and participatory body and it plays a consultative role for the Urban 2 Committee.
