Torino and Rosario signed in 2011 a Friendship Agreement in order to promote mutual cooperation in the fields of urban decentralization and local democracy, urban planning and development, education and training, young people, social and cultural policies, environment and building.

The agreement was further strengthened in 2013 by a Letter of Intent confirming their interest in establishing a twinning relationship.
