In 2004 an economic cooperation agreement was signed between Torino, Lyon and Barcelona while in 2007 a cultural agreement was signed to support Lyon as candidate city to the title of European Capital of Culture 2013.

Since 2012, the two cities have strengthened collaboration in the following fields: smart city, urban transformation and regeneration, culture, communication and tourism promotion, gastronomy, education, health care and social policies, economic development.

In 2023, the City of Torino, the City of Lyon and their respective metropolitan cities signed a Pact of Friendship and Collaboration to further support the actions already undertaken in the areas of culture, tourism and fight against climate change.
