Torino and Haifa signed a Memorandum of Understanding in 2005 at the end of a process started in 1993 to support the Middle East peace process by promoting a twinning with both an Israeli and a Palestinian city. Upon suggestion of the respective national authorities, Gaza and Haifa were chosen as twin cities.
