THE CONTEXT

Following Aho's report (2006) the Lead Market Initiative started in 2008 and as recently proposed by the European 2020 strategy within the "Innovation Union" flagship , new European policy orientation for innovation is more and more involving demand side measures where public procurement of innovation plays a central role.

Indeed, public procurement accounts for 19,4% of EU27 GDP (2.200 trillion euro/year in 2009). But little of this goes to innovative products and services which is a huge missed opportunity for innovative businesses and for better (and more cost effective) public services.

Main barriers are:

As stated in Innovation Union, Member States and regions are then invited to set aside dedicated budgets for pre-commercial procurements (PCP) and public procurement of innovative solutions (PPI). Similarly, the European Industrial Policy flagship | (PDF) proposes actions in standardisation, legislation and public procurement to boost sector-specific innovation performance in sectors; e.g. construction, security industry, space, KETs, and bio-based products.

Therefore, meanwhile consulting European stakeholders with the DG Internal Market Green paper on "on the modernisation of EU public procurement policy" the Commission intends to provide guidance and to set up a financial support mechanism to help contracting authorities to implement these procurements of innovation in a non-discriminatory and open manner, to pool demand to better face societal challenges, to draw up common specifications and to promote SME access.

To prepare the path for the future, public procurement networks have been launched in 2009 under the Lead Market Initiative, where city of Turin is one of the partners of the SCI-NETWORK (Sustainable Construction & Innovation through Procurement). These networks were the first attempt to encourage public procurement of innovation until the stage of common specifications.

In 2011, DG Enterprise intends to launch new networks of public procurers that will financially support the realization of procurement of innovation: a call of 15 M euro will be launched under the Competitiveness and Innovation Programme. This action will be complemented by some highly relevant initiatives carried out in parallel by other DGs such as: calls for proposals of DG INFSO under the 7th Research Framework Programme to support Pre-Commercial Procurement; a call for proposals of DG ENV on green public/private procurement networks; or the assessment of the procurement directives and development of guidance on joint procurement by DG MARKT.

THE EVENT

This European conference hosted by the City of Torino and the Piemonte Region, under the patronage of the Vice President of the European Commission, Antonio Tajani, and organized in collaboration with the Ministry of Economic Development, the Province of Turin and Turin Chamber of Commerce, will cover all these new developments of demand-side innovation policies and make publicity on this forthcoming call for proposals.

It will also be an opportunity for public authorities to confront on existing best-practices in "Procuring Innovation" and to know more about the future funding schemes, with a special regard to next EU Structural funds financial period.
