Following the enacting of law decree no. 10/2007 (art. 5), short-term residence permits are abolished. Visitors coming to Italy for less than 90 days need only inform the authorities, without spending time and money to apply for the permit at the Post Office.
'For stays of under three months', states article 5 of the decree, 'foreigners need only declare their presence to the police at the frontier at the time of entering the country or, within eight days of arrival, to the police station in the province of residence, in the manner described in the Interior Ministry decree'.
Note: this does not mean that any person can enter Italy for brief stays without any form of formality. It is still necessary to apply to the Consulate for an entry visa (except for citizens of those countries with special agreements). The abolition of short-term residence permits will simplify life for people travelling on business and tourists and, since there will be fewer requests, will also facilitate the management of the other residency permits, with benefits for all concerned.
In Milan, the Immigration Office has prepared a declaration form in which you declare the date of your arrival in Italy indicating the border point used and where you will stay. It has to be presented in duplicate (one copy will be stamped and returned to the foreign citizen), enclosing a photocopy of the passport and the page with the visa.
