Identity card

  • Even those renewing stay permits or applying for one for the first time after coming into the country with the flow can register with the registry office, be issued an identity card and asserted all the rights this involves.

In two different circulars ((16/2007 and 17/2007) the Ministry of the Interior (Viminale) also applies directives issued so far to protect those waiting for their stay permits to registry offices. An important choice seeing the delays occurring all over Italy.

That those awaiting renewal could register with the registry office had already been clarified last November, but some Town Councils were still wondering whether, besides registering, they could issue identity documents.

In Circular no. 17 dated April 2nd the Ministry gave its okay: 'Identity cards can be issued and renewed, just excluding the possibility to travel abroad, for foreign citizens registered with the registry office who have already applied to have their stay permit renewed within the correct time limit'.

  • How do we to deal with those applying for a permit for the first time?

A directive signed by Amato in February gives those coming in with the regular entry flows and, after signing the stay contract, waiting to be issued their permit for a subordinated job placement full rights. Circular no. 16 dated April 2nd explains that "the directive principle must be applied to the registry office registration procedure". In this case, the person must show his/her stay contract and permit application receipt.
