The Transport Ministry, in note no. 84647 dated September 14 2007, confirms that for non-European Union citizens legally residing in the country, 'there are no problems concerning the issuance of a driving licence and car registration document to non-European Union citizens whose stay permit is being renewed, in compliance with Ministry for the Interior Directive no. 11050 dated August 5, 2006'.
These indications had already been given in the Ministry for Transport circular of September 2,0 2006, updated February 2007 and repeated September 2007.
The main innovation in this new circular is the fact that the issuance of driving licences and registration document also includes 'non-European Union citizens awaiting the issuance of their first employed-person’s stay permit'.
The citizen concerned must show the receipt proving either a renewal application or first time issuance for employment, but it is not the Department of Road Traffic and Transport’s responsibility to check the application’s formal correctness.
