Students from outside the UE and volunteer

It will be easier for students from outside the UE and for the participants in volunteer programs to enter Italy, on the basis of a legislative decree approved by the government at the end of July and published in the Official Gazette, converting a European Directive on the 'conditions of admission of citizens of extra-European countries for reasons of study, exchange student programs, unpaid internship or volunteer work'.

The decree (which will become effective on October 2) amends the Unified Text on immigration, so that persons in possession of a study permit issued by another country in the UE can enter Italy to continue or complete their studies, without the need to apply for an entry visa.

  • This is possible only in the sphere of an UE or bilateral student exchange program with the native country, or when the foreigner is authorized to reside for at least two years, for reasons of study, in another UE country.

  • Minors accepted by Italian schools will also be able to enter Italy freely to attend secondary schools and professional training high schools, or to attend professional training courses and internships.

  • Minors over fifteen can enter the country for reasons of study, but only if ensured 'an adequate form of safeguard', and minors over fourteen can participate in exchange programs or other cultural initiatives.

Another important amendment concerns renewal of study permits, because the law finally states clearly that foreigners can enrol in a degree course different from the one for which they obtained the permit to enter Italy. In this case, however, the authorization of the University is also necessary.

Entry of foreign volunteer workers in Italy will be regulated by another decree, that will establish a maximum quota every year. The organization promoting the volunteer program will have to stipulate an agreement with the foreign citizen, and take out a policy for health expenses, as well as guarantee coverage of the travel and living costs, after which it will apply for permission to enter at the Unified Office of Immigration.

On receiving permission, the foreigner can enter Italy and obtain a permit to stay.
