The methods for benefiting from the social bonus for electricity

Families resident in the City of Torino suffering from economic difficulties and those with a member with severely impaired health can apply for the 'Electricity bonus' at the Fiscal Assistance Centres (CAF) with which the Comune di Torino has stipulated an agreement (list in PDF) in order to simplify application. The Bonus is a benefit set-up by the Decree of 28/12/2007 to help families, guaranteeing savings on electricity bills with a discount applied directly to the bill.

Entitled parties

Those entitled to claim this benefit are:

  • citizens suffering from economic difficulties and who have a residential contract for the supply of electricity, with a maximum power limit of 3 kW (for family units of up to 4 people), or of 4.5 kW (for family units of more than 4 people), who are in possession of ISEE certification (Equivalent Economic Situation Indicator) with a value of up to € 7,500 for generally entitled parties, and up to € 20,000 for family units with four or more dependent children.
  • The Bonus can also be claimed for physical difficulties by families with a member who has to rely on electrical medical equipment to survive.

Receiving the bonus

In these cases, to receive the bonus:

  • citizens whose names are already on the uninterruptible supply lists on the basis of the Emergency Plan for the Safety of the Electrical System (PESSE) must present an appropriate self-certification to the CAF, specifying the type of electrical medical equipment used, the address where the equipment is located and the date since it has been used;
  • citizens whose names are not on the PESSE lists must present specific certification to the CAF. This certification must be obtained from the local health department (ASL) and state the need to use electrical equipment in order to survive, the type of equipment, the address at which it is installed and the date on which the citizen first started using it.
  • For families with economic difficulties, the amount of discount depends on the number of people in the family unit, while for families with a member in physical difficulty there is one discount only, at a flat rate of € 150 for 2008 and € 144 for 2009.

Discount for economic difficulty:

2008:

  • 60 euros/year for family units of 1-2 people
  • 78 euros/year for family units of 3-4 people
  • 135 euros/year for family units of more than 4 people

2009:

  • 58 euros for family units of 1-2 people
  • 75 euros for family units of 3-4 people
  • 130 euros for family units of more than 4 people

Applying for the bonus

To apply for the Bonus, citizens may go to the associated CAF (list in PDF format) and fill in the application forms, presenting the following documents:

  • in the case of economic difficulty, ISEE certification valid for 2008; in the case of physical difficulty, ASL certification or self-certification;
  • copy of the identity document (and, when presenting the application by proxy, the proxy’s mandate and ID);
  • an electricity bill to make it easier for the CAF to read the POD code (which is made up of 15 characters).

The CAF will issue the certificate for presentation of the application; the data will be sent to the electricity company and the benefit will be applied directly to the bill during the two-month period following application.

The Bonus for economic and physical difficult can be added together.

Every family may apply for the Bonus for one supply contract only; the Bonus for families suffering from economic difficulties is valid for 12 months and must be applied for every year, while the bonus for families with physical difficulties does not expire and will be applied without interruption for as long as it is necessary to use the equipment.
