Lo.C.A.Re. is the service centre set up by the City of Turin in order to facilitate supply and demand requirements for rented accommodation.
It supports both property owners and prospective tenants completely free of charge. Through Lo.C.A.Re., the City of Turin aims to simplify the search for private rented apartments by families with a fixed income in emergency housing situations.
Once the contract is signed, the City of Turin will provide the owner with a financial incentive and a series of guarantees in his/her favour, as well as a financial contribution to the person or persons renting. In brief, when looking for new housing, following eviction due to a terminated lease or because the apartment is no longer suitable, Lo.C.A.Re. will intervene and attempt to reach an agreement to extend the contract or facilitate the search for new rented accommodation. Even owners can turn to Lo.C.A.Re., by reporting the availability of rented property. In this case, within five days, a list of at least five prospective tenants will be supplied complete with family size and characteristics in line with those of the property on offer. Should a contract be signed, the owner will also be eligible to benefit from financial incentives and guarantees provided by the City administration.
Contributions, incentives and guarantees
The tenant will receive, upon signature of either free market or rebated or subsidized contract, a contribution for the fixed amount of € 1,600.00.
If it is a rebated or subsidized contract, in addition to the contribution, the person or persons renting can also claim a deduction in his/her personal income tax. This is calculated on income, for an annual amount of € 495.80 (for incomes up to € 15,493.71) and € 247.90 (for incomes up to € 30,987.41).
Contributions for tenants in “housing emergencies” are issued by the City of Turin in a “one-off” single payment, when the rental contract, free market or rebated or subsidized, is signed through the Lo.C.A.Re. service centre. Income is the only limiting factor for the person renting, as it must be within the limits laid down for access to council residential property, plus 30%.
The owners, in order to have the right to the incentives and guarantees, must stipulate regular free market or rebated or subsidized rental contracts through Lo.C.A.Re., with a tenant meeting the aforementioned mandatory requirements.
