Reuniting of family members

The legislative decree with which the government implements new regulations on the matter of the reuniting of family members was published in Official Gazette no. 247 of 21 October 2008. The decree, in force from 5 November, will alter other legislative decrees which implemented the European directives on the matter.

The identity Card

The identity Card is now valid for ten years and no longer just five. This was established by law decree 112 of 2008. The rule doesn’t only regard new Identity Cards, but also those currently valid. The new document expiry dates will be sent to those concerned by the Municipalities between one hundred and eighty and ninety days prior to expiry.

Council registry office

New desks will be open at the council registry office in Via Carrera 81 (District 4). The desks can be divided into: ordinary cases and quick cases (with two separate queues/ticket machines). These will be joined by two new desks: immigration cases and cases by booking.

Change of car ownership

As from Monday August 17, when transferring ownership of a vehicle, the signature on the sales document can also be attested at the registry offices (Anagrafe) of Turin City Council.

Expulsions

Foreigners without a proper entry visa or permit to stay in the country will be expelled or accompanied to the border: foreigners who have entered Italy without a proper entry visa are illegal immigrants; foreigners who have lost the requisites necessary to stay in the country (failure to renew their permit to stay in the country upon expiry), which they possessed upon arrival in Italy, are irregular.

Conversion or recognition of foreign driver's licence

Conversion of a driver's licence issued by a country outside the EU must be done within one year of the bearer acquiring residency in Italy. After that period, the bearer may not drive vehicles in Italy.

Self-certification

You can self-certify, that is declare and sign personally, under your own responsibility and present the document to the municipality or any other office requesting certification, personal information in registries and documents of the Italian government.

Adding children to a residency permit or card

Minors, up to the age of 14, are added to the residency permit or card [permesso o carta di residenza] of one or both parents, or of the relative with custody of the child (law 184/83) and follow the juridical condition of the parent or parents with whom they live.

Registrar’s office, certificate of residency and identity card

To register with the registrar’s office, you must have a residency permit (permesso di soggiorno) valid for a period greater than 3 months. The identity card is issued for the same period as the residency permit and is not considered valid for expatriation.

Christmas at home for everyone

Those awaiting renewal of their residency permit can visit their home country and then return to Italy when they wish, on condition that they observe some rules. Foreign citizens who hold a currently valid residency permit or card may travel within the Schengen area without requesting tourist visas and need only carry their passport and residency permit.

Stay permit

The fully computerized system to fill out stay permit renewal and issuance documentation for non-European citizens will start at the Foreigners’ Office in Corso Novara 96 on Monday October 22, 2007. Those wishing to use the service should fix an appointment.

Driving Licence

The main innovation in this new circular is the fact that the issuance of driving licences and registration document also includes 'non-European Union citizens awaiting the issuance of their first employed-person’s stay permit'. The citizen concerned must show the receipt proving either a renewal application or first time issuance for employment, but it is not the Department of Road Traffic and Transport’s responsibility to check the application’s formal correctness.

The receipt issued by the Post Office

A Home Office Circular issued June 16 establishes that foreign citizens with regular residence permits can leave Italy temporarily and then return even if they only have the receipt issued by the Post Office (proving that they have presented their residence permit or EC residence card renewal application).

Short-term residence permits-abolished

Following the enacting of law decree no. 10/2007 (art. 5), short-term residence permits are abolished. Visitors coming to Italy for less than 90 days need only inform the authorities, without spending time and money to apply for the permit at the Post Office.

Issuance of residency permits –Clarifications

The Police Headquarters sends an sms as well as a registered letter to the applicants informing them of the date of convocation. The information also appears on the Immigration Portal, as sometimes the applicants do not receive an sms, or the registered letters.
