Third World Forum of Local Economic Development

The Third World Forum of Local Economic Development will be held in Turin (Italy) from 13 to 16 October 2015, organized by the Municipality of Turin, the Province of Turin, United Cities and Local Governments (UCLG), the Organisation of Regions United (ORU FOGAR), the Brazilian Service of Support for Micro and Small Enterprises (SEBRAE) and the United Nations Development Programme (UNDP).
In relation with the Milan 2015 EXPO which will be held from May to October 2015, the 3rd LED Forum aims to emphasize the strategic role of territories as a resource to improve nutrition for the population, and protect the environment-friendly products, while giving special focus on youth and women as key actors in local economic development.
The expected results of the Forum are:

  • i) to advance the global dialogue on LED through the participation and sharing of experiences and views of a large range of stakeholders;
  • ii) to identify good practices of successful LED-based public policies;
  • iii) to establish a system for exchanging experiences and data on LED;
  • iv) to build partnerships for a greater impact on the global agenda through a joint roadmap;
  • v) to raise awareness among governments so they adopt policies that facilitate the implementation of LED and territorial development models, as effective stimuli to improve the living conditions of their communities.

The Turin LED Forum is part of an ongoing process which started with the First World Forum on Local Economic Development, entitled "Planning, Economy and Local Governance: new perspectives for times of change", held in Seville (Spain) in October 2011, provided the opportunity to present the territorial experiences of 47 countries on how to fill the gap between the contextualization of the economic development and its practical application for sustainable human development.
In October 2013, the Second Global Forum of Local Economic Development was held in Foz do Iguaçu (Brazil), and organized by Brazilian institutions namely, ITAIPU Binacional and the Brazilian Support Service for Micro and Small Enterprises (SEBRAE), in collaboration with the global network of United Cities and Local Governments (UCLG), the Organization of the United Regions (ORU FOGAR) and the United Nations Development Programme (UNDP).

The second Forum brought together representatives of local, regional and national authorities, representatives of multilateral organizations, academia, and institutions of international cooperation, as well as actors of social and economic networks from 67 countries from diverse regions of the world. The conclusions drawn from the second Forum; "Dialogue between territories: other views of local economic development" focused, on a context of global economic crisis, and the procedures for creating public-private partnerships at the local level in particularly facilitating, the interaction between the public sector, civil society and the private sector. During the final plenary session of the second Forum, Turin’s nomination to host the third Forum was confirmed, to be held in October 2015, in conjunction with Milan EXPO 2015.


On July 8, Turin hosted the first meeting of the Executive Committee for the organization of the Third Forum, as an opportunity to present the event and its organizational mechanisms. On October 13 Turin will host the second meeting of the Executive Committee.
The Third Forum intends to be a broad and participatory process, which aims to help generate knowledge and expertise on local economic development, according also to the tradition of Turin. Therefore, it will include discussion panels, working groups, networking events, b2b meetings, but also training sessions, and possible the activation of scholarships for dissertations and research on issues related to the Forum.
The Third Forum will also be enhanced, besides the conjunction of the great universal exhibition EXPO2015, by the World Congress of Organic Cities, held in the framework of Turin Forum 2015, which finally will be a process, a physical and virtual place to meet, and a real opportunity to work on and generate knowledge.
