The HITEC - Hebron Innovation Technopark project

As part of the policies to support Palestinian Municipalities, the Ministry of Foreign Affairs and International Cooperation set up the Palestinian Municipalities Support Program (PMSP) in 2004, with the direct involvement of Italian Regions and Local Authorities which, in partnership with the Palestinian Local Authorities, contribute financially and technically to the implementation of various projects in the following fields: management of the collection and disposal, management of water resources and wastewater disposal, renewable energies, promotion of social activities, protection of cultural heritage and tourism, activities of capacity and institutional building.

Within this path, in recent years the management of the PMSP, based in Jerusalem, has involved the City of Turin for the support of interventions aimed to implement Cooperation Agreements with the Palestinian cities, using the Turin system of excellence for the transfer and exchange of best practices and know-how on issues of widespread interest.

In the framework of the Turin-Hebron Cooperation Agreement (.pdf), signed in June 2013, the City of Turin has been engaged in a know-how transfer project in Palestine related to the technological innovation.

The choice of the City of Hebron, leader of the project, to rely on Environment Park S.p.A. as technical partner of the project was driven by the extensive experience and high quality of the services provided by this Turin excellence .

The HITEC project is aimed to produce a detailed feasibility study including the needed elements for the realization, in Hebron, of a technopark whose functions may include:

  • • attraction of new tech-companies, in terms of quality of space, services and infrastructures;
  • • support the creation of new entrepreneurship, especially in technological fields;
  • • innovative services for the local industrial system.

Besides, a feasibility study will be enhanced by supporting and training Palestinian technicians in the design and management of technological innovation centers, also through the transfer of good practices developed by the Italian partners.


The total cost of the project, which will run from March to December 2014, is € 248,027.50.

The City of Turin guarantees a contribution (in kind) of € 10,000.00 (4%).

Environment Park S.p.A. guarantees a contribution (in kind) of € 2,000.00 (1%).

The Municipality of Hebron guarantees a contribution (in Kind) of €. 58,600.00 (24%).

The PMSP program guarantees a financial contribution of €. 177,427.50 (71%).

During a mission in Palestine Territories, held in May 2014, the mayors of Hebron and Turin signed a specific Memorandum of Understanding (.pdf) to regulate the project activities.
